    <p>Malaysia has developed its own interpretation of the Cancun Safeguards, contextualizing them within the national legal framework and circumstances. This interpretation takes into account Malaysia's federal system, where land and forest matters are primarily under state jurisdiction.</p>
    <h3>National Context</h3>
    <p>Malaysia's interpretation of the Cancun Safeguards reflects the country's unique circumstances, including:</p>
    <ul>
      <li>The Federal Constitution which places land and forest matters under state jurisdiction</li>
      <li>The National Forestry Act 1984 and state forestry enactments</li>
      <li>The National Land Code 1965</li>
      <li>The Aboriginal Peoples Act 1954</li>
      <li>International commitments such as CBD, UNCCD, and CITES</li>
    </ul>
    <h3>Principles and Criteria</h3>
    <p>For each of the seven Cancun Safeguards, Malaysia has developed specific principles, criteria, and indicators (PC&I) that provide a practical framework for assessing how safeguards are being addressed and respected. These PC&I serve as the foundation for the MY-SIS monitoring and reporting system.</p>
